Dat hangt van jouw interpretatie van gordel*plicht* af.

a- in 17 staten is er een echte gordelplicht;
b- in 32 staten moet je iets anders mispeuterd hebben, vooraleer je
een bon kan krijgen wegens het niet dragen van de gordel;
c- in 1 staat is helemaal geen gordelplicht (helaas wordt blijkbaar
nergens  vermeld welke dat is: een gokje op Montana);
 
Wat mij betreft is enkel onder a- sprake van een echte gordelplicht.

ENACT: The Campaign is working in target states to upgrade seat belt
laws in 2000, including Delaware, Massachusetts, Ohio, Wisconsin and
Florida. As of February 2000, the Campaign helped pass stronger safety
belt laws in six states and child passenger safety laws in four
states. While more states passed stronger seat belt laws in 1997, than
in any other year this decade, only 17 states and the District of
Columbia now have primary, or "standard" seat belt laws. Standard seat
belt laws allow police to stop and ticket a driver solely for failing
to use seat belts. Seat belt use in these states is significantly
higher than in the 32 secondary law states where police must first
ticket a motorist for another violation before issuing a seat belt
citation.
