My `85 had a complete injector/pump overhaul 1 year ago and came back from the shop behaving exactly in this manner. It's not a problem, as such; according to Steve Morris, my good friend and LC expert (owner '85 BJ70 as well) it's how it should behave when rebuilt and recalibrated to factory spec. (now, we all know factory spec is not the only spec....) It's only a bit of a bother on colder start-ups. I've kept it like that, and on start-up dial up the hand throttle 'til it warms up. The motor performs beautifully despite its 305k. From my experience, it indicates the fuel pump is well calibrated. Probably much less smoking at the tailpipe also, no? And this one starts like the book says it should: with the pedal all the way to the floor. My former BJ60 behaved differently: it started clean only if you didn't touch the pedal, and idle was even at 650 even when cold (except for the stuttering at start when very cold), and it had more power too; but it smoked much more. If that's a problem for you I'd suggest you have the injection volume/timing adjusted accordingly (if they're willing/able to do it).
